NNPC, EFCC, DSS, 508 Other Government Agencies Woefully Fail 2025 Transparency tests – Report
A recent report by the Centre for Fiscal Transparency and Public Integrity (CeFTPI) has highlighted a concerning lack of transparency in Nigeria’s public sector. The 2025 Transparency and Integrity Index assessed 517 federal Ministries, Departments, and Agencies (MDAs) and found that 511 failed to meet the minimum benchmark for accountability.

Top Performers:
– NOSDRA: National Oil Spill Detection and Response Agency, scored 78.84%
– NIPC: Nigerian Investment Promotion Commission, scored 78.21%
– ICPC: Independent Corrupt Practices and Other Related Offences Commission, scored 78.13%
– DBN: Development Bank of Nigeria, scored 62.60%
– TETFUND: Tertiary Education Trust Fund, scored 54.12%
– BOI: Bank of Industry, scored 51.29%

Poor Performers:
– Revenue Giants:
– NSIA: Nigeria Sovereign Investment Authority
– DMO: Debt Management Office
– SEC: Securities and Exchange Commission
– Oil and Power Regulators:
– NNPC Ltd: Nigerian National Petroleum Company Limited
– NUPRC: Nigerian Upstream Petroleum Regulatory Commission
– NMDPRA: Nigerian Midstream and Downstream Petroleum Regulatory Authority
– Defence and Security:
– Ministry of Defence
– Nigeria Police Force
– Department of State Services (DSS)
– Anti-Corruption Bodies:
– EFCC: Economic and Financial Crimes Commission
– CCB: Code of Conduct Bureau
– BPP: Bureau of Public Procurement

The report’s findings have significant implications for Nigeria, including:
– Public Trust Collapse: Citizens’ confidence in institutions is eroded.
– Economic Damage: Poor transparency discourages foreign investors.
– Service Delivery Failure: Education, health, and agriculture budgets don’t translate into results.
– Anti-Graft Hypocrisy: Failure of anti-corruption bodies weakens the fight against corruption.
– Hunger and Insecurity: Failures in agriculture and defense fuel crises.
The CeFTPI aims to guide reforms, not shame institutions. However, with three consecutive years of institutional failure, many Nigerians believe opacity has become the culture of governance.
